Nah, he killed him. That one was useless because his position was lowest and his words wouldn't count for anything, besides the fact Qin Chen had a beef to settle with him. This set of events change Qin Chen to be much more decisive later, the changes began with clan elimination and he will get more and more decisive with killing now.

The only one who could prove princes guilt was the one killed by prince. But, that didn't matter anyway as in the novel there was self reflection from the emperor when listening to his reasons. If shortened it basically translated to this "Seriously? Am I a 3 year child to believe this nonsense?" and no matter the punishment, princes position is demoted and more. Due to fast progression of events, he becomes irrelevant and not even candidate for successor
